and in what scenario would this card become... "Fun"?
It won't work in FFAs. It'd only take a couple of people to team up and their missile cards can take down a players long-term stacks with ease.
Seems pointless in team-games.
Nope. Don't get it.
It'd have to be some ultra-rare card IF it was viable but even then, what'd be the point?

A plague card would be devastating. Attach to a territory for 7 turns and every turn halve the actual armies :)

A missile card would be terrible in FFAs, but would be great in maybe a Cole War Diplomacy Game. You could everyone lets say 20 and rely on MAD to keep them from being used.

How about a bonus degradation card? If you know a opponent is likely to capture a bonus you could degrade it's value for a customized amount of turns and by a customized number. Isn't necessarily the most awe inspiring card but it'd be nice.

Here's another inspiring yet frivolous suggestion: random disasters.
During gameplay, at an arbitrary point during the attack/transfer stage of an arbitrary turn, possibly a region (a group of territories, not necessarily belonging to the same player or the same bonus) might be exposed to a disaster, meaning that the number of armies in each territory in this region is reduced.
The reductions are due to a single external event intervening into the game, so to say: not controlled, planned or foreseeable by any player. It might affect each territory differently: in some territories, e.g., 20% of the armies die, while in some others all of them might die (the result being 0 neutrals).
All of this is randomized: the size of the region (it could affect the whole map), the location of the region on the map, the timing of the disaster, its strength - whatever you can think of.
And principally, the disaster is neutral to the players: there's no concern regarding the strengths of them, their relations to each other, their gameplay history, their number, etc. If a player happens to be in that region affected by the disaster, then that player is affected by the disaster - as simple as that.
Imagine how exciting a game would be if this was implemented. (Can you?)
