you need at least level 15
and a bootrate of max 15%

People can't join unless they're invited, since it's not an open tournament.

And also people need to make smaller tournaments. A tournament that takes 6+ months to fill and does not respect vacations will be filled with boots.

Anyway if the tourney does start your probably going to be a tough match since most non-ladder and low level players do not achieve <15% boot rate
