I thought zxctycxz (Thirty Years, Second World War, Orbis Veteribus) would blow away the mapmaker competition. Competitive maps seem easier to make, they've less territories, they don't necessarily need superboni and many competitive maps aren't really detailed or set in a time period.
muligan (Atlantic, Pacific, Indian) is also really good, and more designed for strategic play, though his maps are quite a bit big.
Apollo is definitely good (I loved Hannibal at the Gates 2, and I think it's the best rated map under 100 territories). Dark Mist, I had to look up what maps he did (Feldmere and Floating Rocks). Good, his strongest ability is aesthetics, the rest is normal, not really on the tier of the earlier 3 mapmakers I have said.
Oh, and Apollo has one problem with his map-making skills: he stopped making them (he retired, I think he said that it wouldn't be full retirement, but he'd make maps at much slower pace). I commend him for quitting this video game and getting onto more important things, but we can't put him as best mapmaker, since he doesn't make maps anymore, and certainly not really strategic ones.
Сречко (same problem as Apollo, but worse, unfortunately - great bloke and mapmaker, it seems, he said that he was working on a big map of Vojvodina last I saw him) and Incaman (ditto, made an underused map which I think is definitely in top 5 maps of Warlight, Macedonia, and he also made several other maps.
