Definetely not... It needs a serious increase in territories. Most of South America does.
I think South America is about right. The territories get bigger and bigger the more in the forest, as should be.
Russia is pretty good as-is. And that's cause it's territories occupy a lot of space compared to USA or China.
Russia is the third most powerful country in World Nations 2012; more powerful than India (considerably), Japan (very much), and Brazil (significantly) - it needs a drastic decrease. There are three ways to solve: 1. Make the territories worth less, negate some if must, 2. Make territories bigger and less, 3. cartogramise it. My suggestions:
>Neater aesthetic
>Better territory names
Asia:
>Split China
>Split Uttar Pradesh
>Split Tokyo area
>Split Pakistan (one territory? For a country more populous than Russia, one territory?)
>Merge Kazakhstan
>Merge some territories in Siberia
>Merge Indonesia except Java
>Merge Armenia, Georgia, Mongolia, Kyrgyzstan, Tajikistan, Turkmenistan, Myanmar, Cambodia, Laos, Brunei, East Timor
Africa:
>Split Nile Delta area
>Split south Nigeria
>Merge Libya, Chad, Niger, Mauretania, Guinea, Liberia, Sierra Leone, Ivory Coast, Burkina Faso, Benin, Togo, Bangui, Eq. Guinea, Gabon, Congo (both), East African horn (except Kenya), South Sudan, Rwanda, Burundi, Zambia, Botswaana, Namibia, Mozambique, Malawi, Réunion, Swaziland, Lesotho, Cameroon, Cabo Verde
Europe:
>Merge north Russia, Kaliningrad
>Merge north Finland
>Merge Norway
>Merge all Ireland
>Merge Odesa
>Merge Sicilia and Sardinnia
>Merge Shetland
>Merge Madeira and Açores
>Merge Baltic countries, Cyprus, Moldova, Macedonia, Montenegro, Slovenia, Albania
>Merge Faeroe, Iceland
North America:
>Merge Canada
>Merge Belize, El Salvador, Honduras, Nicaragua, Panama, Bahamas, Jamaica
South America:
>Merge Guyanas, no significant problems
