They work in a strange way.

Base is 3.
Aus. -2
SA =2

Net income is 3
2 goes Anywhere
1 goes to SA

(there is some logic to where your armies are 'taken' from. Don't remember it of top of my head.)

Yeah, the negative value of the bonus gets spread out over all your bonuses.

I don't know the logic behind rounding, but it tries to subtract it everywhere fairly evenly.

(I don't think it's the same algorithm which reduces your production when you're nearing the army cap, though.)
