How about to use system like Elo is chess (I assume same used in any Ladder games here), ranking all the games played by any clan member (except game among 100% same clan members)?
In this case inactive (or less active) players doesn't help a bit the clan, but opposite: gives more points to opposite clans!

Advantage:
Already used in Ladder games (with extension to eliminate same clan member games)
Already familiar and accepted by players
All clan member adds point to the clan
Also helps small clans to be evaluated better
Big clans with lots of inactive players are weighted less and ranked lower

no idea how much work that would be, but i like the idea. it would encourage many Players to join Clans or create new Clans!

What if its a RP clan?

Rather do it by several things similar to that of the games where you can set the order yourself. By name/created date/average points etc. I sometimes want to see which new clans have been created just for interest sake or if you want to search for a clan it would be easier if it were in alphabetical order.

I think we all agree the current setup has its flaws and a better system needs to be put in place
