The last time I checked, which was about 3 days ago, Custom Scenarios were lowered to be unlocked at lvl 46.
I recently reached lvl 46, and to my surprise, I found that I must now purchase The Mega Strategy Package in order to have the coveted Multiplayer Custom scenarios.
Is this true? If anyone else checks their "Unlockables" under settings, does it say the same?
If so, I don't mind having to pay the extra $15, albeit I am very pissed and have just had my dreams crushed.

It's effectively 47, as you get to 46, and the game won't let you make them, tells you next level
