Ventura in Southern California is not in the right spot, and the territory you have named as 'San Benito' would probably be better named 'Monterey'
Overall a very good map, I would like to help test it

Thanks, I've incorporated those changes into the map.
I've combined the Territories and made them non-player controllable, and I must say it looks pretty wicked. Now All I have to do is plop some roads on and I'll be set to make a test game.

You made a mistake. Texas is way too powerful in the game, bonus-wise. Only about 70,000 Texans served in the war, it's cotton crop was useless because of the Union Blockade, and really no major battles were fought there. And after the Union gained control of the Mississippi, they couldn't really supply the rest of the Confederacy. Do what you want, but in my opinion Texas is too powerful. You have to remember it was very big geographically, but Texas didn't have a large population.

This wasn't a mistake, and I purposefully de-valued Texas from what it would be if I had scaled it's value up based on it's size. For example, the Territories are much larger in Texas than anywhere else, as well as having bonuses with more territories in them to make them harder to hold. On top of all this, the state bonus is only worth 6, compared to say New York which was a very populous state at the time, and has a bonus of 5. This is despite the fact that Texas is five times larger than New York, and if i was going by area alone and making each territory the same size, it would be worth 25 or 26.
