It's actually Satan in disguise as Darklordio who is actually an Irishman disguised as a Thai.

And what if Darklordio is inactive? Whom could I speak to?

Darklordio is always here in all of us.

Edit: Maybe he has been gone for awhile but pretty sure he is the only leader.

why would anyone want to talk to darklords leader ever?

Darklordio is the most exasperating person to speak to on earth. I've spoken to him before, and although he's an alright guy, it feels like this guy just doesn't care about anything. Not his clan, not the people in it... nothing.
