How can the player edit someone else's map and give it custom initial distribution to start them where you want?

Create game > Next > Change Settings > Custom Game > Next > Initial Dsitrbution > Custom Scenario > Launch Custom Scenario Builder.

Thats the way to do it IF you have high enough levels or a membership. however looking at you have neither, you'll not be able to make custom scenarios.
