If I play a diplomacy card, does it go into effect before any new attacks occur, or after the next round of attacks? So is it like an abandon or blockade card?

Like blockade card, since it will destroy any armies that attack it so it would be OP if it was like the abandon card.

it activates at the end of the turn. and any attacks sent will be canceled.

They'll only be canceled if the person who's in diplomacy with you still owns the territory that your trying to attack.
