We need a reconnaissance card that lets you see all the moves in a region and it's surrounding territories, that would be handy.

I see new kinds of lottery games with these sanction cards!
PS: It is not possible to create a card which let you see the moves your opponent will make in the next turn. How should this work? Play and activate the card while you are placing orders? It may show the orders he currently has locked in, but he could change at any time. And your card would be gone.

I don't think being able to see your opponents moves for the current turn would work, and it would be far too meta-gamey :/
