If you want to break a path apart, draw a 2-node straight bezier curve through it. You can create a bezier curve by pressing shift+F6, or by pressing the fine-tipped pen button with a line below the pencil button. To create the 2d bezier, you need to click where you want it to start, move the cursor to where you want it to end, click, then go directly back to the starting spot, and click one more time. You will get a 2-node straight Bezier curve. now, what you have to do to divide the territories is then drag the 2-node curve over how you want it to divide. Make sure the curve ends outside the bounds of the path you want to split, otherwise it will not divide properly. Hit division. You should end up with two separate paths.

I hope that helps!

I've had this happen before, and maybe it's some bug in inkscape? The only real solution I have come up with is to undo a whole bunch of stuff and then redo it in a different order, but if someone has a better solution i'd love to hear it.

To summarize what aura said,

To divide, you need to draw a line with at least 3 nodes in it (the two ends and a point in the middle).
