You can purchase the "mega strategy pack" (not recommended) or reach level 47 to join the 1v1 ladder. I'd suggest leveling, as you're very, very unlikely to do well on the ladder without leveling at least one account to level 47 anyway (levels are by no means an indication of skill, but it typically takes far more games for someone to become decent even if they are a fast learner than it does for them to reach level 47).

Level 48 (not 47)

There are some third-party ladders that you can join without being L48+, however (at least IPL, but that's mostly because I run it). I think you also unlock the Real-Time Ladder at or before L45.

That says 47, I have no clue beyond what that says though, all the accounts I've played on ladder with were old grandfathered membership accounts that have access to everything regardless of level.

It's a mistake, it was fixed according to one of the last updates.... it's lvl 48
