As well as the fact that you tried to resurrect a thread that died b/c no one was particularly interested, though I do recall the ASoFaI Diplo rules tended to be approximately the same, although I never played in one.

Best rules I've seen in a game (besides my own) were a little overly complicated, of course so are mine; so for simplicity sake I'll just draw up an outline of ideal GoT rules.
In order of importance: Rule #1. Alliances, treaties, etc. should only be protected by the opinion of the people, not a rule about PEs. However, it should be encouraged for players to distrust backstabbers.
Rule #2. Regarding the king; too many games either make the rules for serving the king too harsh or too light... This is obviously not good. Instead you should try and reach a compromise, in a multi-day or large enough game an actual feudal system is good (high lords over lords, kings over all).
Rule #2b. Alternatively you could make the game have NO king uniting the realm and have each separate kingdom reign independently. Further more, you could have a great council gathered to decide the king instead of whoever makes it to King's Landing first.
Rule #3. White Walkers/Wildlings and the Night's Watch... There are so many ways to deal with them and quite a few are good, my favorite are those that still leave the possibility for the wildlings to be normal players (such as leaving it to the discretion of the king). Restricting the Night's Watch to only own Castle Black is dumb though, let them have more land if possible.
Rule #4 Essos, Essos should not have a king and it certainly shouldn't be Braavos of all places. Instead you should embrace the concept and structure of the free cities, purposely design the game to make them divided so they WON'T assemble some sort of Essosi council; this can be done in a variety of ways and if you want to learn some of them just ask me here.
Lastly, the rule that ties it all together but isn't actually a rule;
Rule #5 Roleplay can be obnoxious in some games, but it's a must have in a GoT game. Set some standards for roleplay though because if it gets out of hand you'll have a bunch of "I'm the kingn da Norf!"'s running around sexting eachother.
