I just reached level 46 which according to some earlier forum threads is supposed to be when you unlock it. But it does not permit me to do this.
When is the level you unlock it at?

Level rewards get moved around sometimes, so you shouldn't trust what you read on the forums. Instead, go to Settings -> Unlockables and all unlockable features are listed.
