Socalists want to enforce socialism on the country and has nothing in common with wanting a country with a bottom up/local authority system so every community can choose for themselves?

Also, about Urumqi. Islam isn't even close to the majority population in China, and when he said "China", he was meaning the typical Chinese people, that you think of when China is mentioned.

He means the parts of China dominated by the Han People (Eastern China, Hong Kong, Taiwan, etc).
