I am wondering if i can make a map on a chromebook.

Try downloading and installing the Linux version (the .tar.gz) since ChromeOS is kind of a Linux distro. But I doubt it'd work since ChromeOS doesn't really support any non-web applications.

The odds of this working out are very, very low.
