In situations like this, it's best to go to the map page, determine who the map maker is and then privately message them so that they can update their map with the issue fixed. That being said, if you went to the map page, you'd see that just about every review mentions this problem. So don't worry, you're not alone. The map maker is aware of the issue and (we hope) is making progress on fixing it.

It's been there for ages. Central Region is actually including the area where Borders Region is. You need to go to the territory info and attack from here. Helps a lot.

@OP I'd suggest what Death says. The territory is messed up so you have to find ways around it, Death's way is the only way I know of.

You can also zoom in a bunch because the territories don't overlap all the way ;)
