In every RR tournament with a tie that I've looked at, the person who takes 1st is the one who beat the person they were tied with. So, if player A and player B both have 7 wins and 1 loss, and player A lost to player C and player B lost to player A, player A would be 1st and player B would be second.
I can't confirm that this is how it always is, but it's how it's been in the tournaments I've looked at.
Maybe he won that because he got Fizzer's birthday right on the first shot he had at it, that's a side rule for breaking ties without going to the name length one.
