Problem with not splitting is that the 4th best person will just quit, knowing that they are only wasting their time, then the 5th best, and eventually we end up with only 3 people from each country interested.
Probably the best thing can be that countries with more than 4 participants should have more teams, like EnglandA, EnglandB, EnglandC, etc. That would require more time, but, we can make a rule that teams from the same country cannot fight each other until it is inevitable.
Moves between respective teams would not be allowed until the end of the season. Each team should 3 players for 1v1 plays, 3 teams for 2v2 plays (combination of 3 players) and 1 team for 3v3 play. If there are more than 3 players in teams, different play should be considered.
Regarding teams itself, each nation which consist of up to 6 players should have preliminary RR tournament, to decide who will join which team, and nations with more than 6 players should have more than 1 RR tournament. Each team should be balanced regarding results of preliminary tournaments. I would also propose international team for players who could not join own country clubs.
