Considering you are the one who said America should let its soldiers rot on the streets for being "killers", I'm not sure you are in the best position to lecture on this topic.
Frankly, they earn to be put on try and if found guilty, shot. Letting them go free and unpunished is already way more than they earn, and paying them? Paying serial killers? No way. This is irrelevent anyway.
For the record, I'm not a fan of the death penalty, but I think it is sadly necessary on certain rare cases.
