Really, why don't you just rename it to Wealth, Safety, Power, and Might? Much less confusing.

A: Retreating Polish Soldiers. +1 to Technology
B: Richer Poles, who will bring their own boats to help others. +2 industry, -1 Strategy.
C: Jews, who are fleeing from slaughter. +1 stability
First, I think you should make it so that everything has a good side and a bad side to it. Second, there should be choice D: Leave them all behind (0+ gain on everything). Third, C should have -1 stability, seeing as how Britain already said "No more Jews." and there was antisemitism in Britain as well, just not governmentally-supported. Also, humans aren't technology so there should not be +1 to technology for A. And don't see why -1 strategy for B. Unless these soldiers are going to be drafted, your army quality still stays the same.
