The alliance is obvious when checking history. I did notice it at turn 10, made an indirect comment in the chat.

Report him to Fizzer using the report button on Ruud Jansen's profile.

Do just what DanWL said. Make sure to quote words and identify where in chat everything became apparent.

i did that a few times already. and yesterday i was happy to meet Ruud in the game again! Moders just do no exist in this game.

If he multiaccounts in the same team I don't see why it would matter. If you are bad and are twice in a same team, it should be easy for opponents since your team is twice as bad...
