Eklipse, we've already have had an example of statelessness in Somalia from the end of the initial civil war and UN invasions until 2006 when the UN reinvaded. It was pretty much the businessmen that had the power over the warlords, and the warlords barely controlled some roads and tolled them. And since the terrorists and UN invaded, this only proves that this system should be applied to them too, to prevent them from mucking up progress.
