cuz there SOOOO small. Andorra, Monaco, Liechtenstein, are u know... too small

personally it should not matter too much on who is strongest. anyone with this map can override bonuses if they need to (which they probably shouldn't because it seems pretty accurate throughout) I think it would be like geopolitical earth where only a portion of the earth is overridden to fit the scenario. every little bonus wouldnt affect much, at least in my opinion

Values of regions/cities will mainly be based on gdp figures by power purchasing parity. Current svg size is at 2.5MB but can be reduced through different ways. My apologies I am too late on this. As being a student I've a common lazy attitude during summer.

LOL Scottish bonuses. Grampian region, richest in UK with all the oil: 11. Glasgow territory, 19. Edinburgh territory 13. All need to be boosted by 9, when you have north English territories like 22, 18, 16.
