Well Ulfric, mind you, was a soldier too. And came home from a long war to Dark Elves and beast-folk living in Skyrim and his god(Talos, a bloke who founded the empire, and then became a god by mimicking the god so well that the universe just treated him as that god) being banned. I'd figure he'd go right with the altright.
(For anyone confused by this, this is about Elder Scrolls Skyrim. I thought most folk wouldn't post if they didn't know the characters anyway, so I didn't bother to say.)

I have to go with Ulfric.
While in the political sense, the empire and Tullius are right, you have to look at it from the biggest picture possible, at the theological level. The Thalmor didn't ban Talos worship because he was human, they banned it because he mantled Lorkhan, the Aedra that is responsible for tricking the Aedra into creating Mundus, and the reason that the Thalmor are mortal, and they hate all of that. Their plan is to stop all worship of Talos, that would destroy Lorkhan and therefore all of Mundus, mortality and existence. Lorkhan, is effectively dead (as in Atheism style dead, non-aware, not really a thing), and the reason Talos is around is because he's mantled Lorkhan. His existence comes from the belief of his followers in him. The Thalmor don't need to fight a second war against the empire for this, they just need to keep grinding away at Talos worship. An independent, Talos worshipping state is exactly what would put a wrench in the Altmeri plans.

I like how no one really disputes that if Talos worship stops, Mundus ceases to be. Though DDB disputes his godhood, even though it is shown in Morrowind that he is indeed godly. Ulfric, the Empire can't even defend herself, how could she defend Skyrim? Our own kin are being dragged from their homes kicking and screaming for simply believing in Talos, all because the Empire doesn't have the balls to stop them. The fact the Rebellion even got anywhere is prove enough the Empire is doomed. I don't care if you think Ulfric is racist, because while he may force them into slums, he doesn't kick the Dark Elves or the Argonians out, now does he? I've played through Skyrim almost 20 times, and every time I've sided with the Stormcloaks, execpt once, where I played Imperial until the Jagged Crown, which I went and gave it to Ulfric instead. Because I just can't serve that Thalmor Finger puppet Tullius.

The empire is in no way a puppet of the dominion. Though the Talos ban is in effect, the empire doesn't enforce it or aid the Thalmor in enforcing it. Many legates are also closet Talos worshippers. And you can't blame the empire for not knowing how bad this would get with existence ceasing if Talos worship stops, unless the emperor plainly doesn't care about the Thalmor going through with their plans that would result in the end of the existence of Mundus.

2- Empire banned Talos. boo-fuckin-hoo cry me a river, they were not even enforcing the ban! There is a statue of Talos right in the middle of the FUCKING WHITERUN also a jackshit priest who NEVER shuts up.
3- Elfnazis vs Shattered and infighting states or 1 giant , united EMPIRE
4- You would be happy in Skyrim under ulfshit unless.... you are a Orc,Khajiit,Argonian,Dunmer,Bosmer etc.. you get the point.

Screw that, if we're talking about cults, I'm going to form a cult for Hermaeus Mora. He's one of the few Daedra that isn't trying to kill you indirectly in Skyrim, and he actually needs you, because he isn't omnipotent, but actively quests for knowledge because it's in his nature.
