see this play all the time and it makes me laugh everytime. i don't think it's ever worked on me once. but mediocre/bad players love doing it.
the play:
say i'm threatening your bonus in two places, from one place. you load up all of your armies on one side, then delay as much as possible, then shift them all over to the other side.
i guess they think i'll attack small on both sides as my first orders? lol that's the only way it's going to work.

what you should do instead is either load them on one side and attack -- or load a moderate amount on each side, use the extra armies to expand/attack elsewhere, then delay, delay, delay...and attack small from both sides. hopefully you keep your bonus but if you don't, you're trying to take mine too. then you fight for your bonus back the next turns.
that's not an ideal situation and you're going to lose your bonus a lot -- but that's what happens when you find yourself in that spot. it's better than trying to be clever with the old shifteroony that's never going to work on good players.

Yep, that's the one.
Unfortunately it worked that time, reinforcing the noob behavior. How often does it fail?

Not sure why you consider it a "noob" move. I see that work quite often. Your argument is also flawed.
Specifically: "but if you don't, you're trying to take mine too." Who says you even have a bonus? Brisk didn't have East China, Hades wasn't trying to break a bonus Brisk didn't even have. So long as the order is attack->only I see absolutely no issue with the move. It's not the best move every time, but nothing is, the game's about predicting what your opponent will do and countering it.
"i guess they think i'll attack small on both sides as my first orders? lol that's the only way it's going to work."
Completely and utterly wrong. It works fairly often no matter what you do so long as you don't both outdelay them, and hit hit the spot they didn't stack.

Medium Earth I could post that water is wet and you would disagree with me since you got destroyed so badly in the last thread you have a permanent Greatest Ever stick up your ass. So your disagreement here has no credibility whatsoever.
