yes, I see it flashing red every now and then, and when i go to check it out, it shows me all the messages I've already seen (it looks like a bug but hard to reproduce; it thinks there are new messages when there aren't)

I've seen this before, and it's usually because someone joined an open seat, said something in chat, and left before you read it. I've found that the way to get it to stop flashing is just to send a chat, then the game will no longer think there are recent chats you haven't read
