The Soviets were able to hold a superior position against the Whites, then use that to their advantage. They also ordered that food and water would go to soldiers first, a powerful motivator.
This doesnt mean they didnt have the people's support. Lenin couldnt have gone that far if he didnt had the people behind him. Plus the whites were seen as puppets of western powers, which they kindda received their support from, so it's a bad thing to get the support from the population.

It definetly isn't. US presidents have so far been all reasonable enough not to use nuclear bombs. Nothing tells us that the next or the one after won't use them.
