He is not singling out illegal immigrants from Mexico, but illegal immigrants in general. He is not saying that all illegal immigrants are criminals, but that this illegal trafficking is hurting the US. Drugs galore come from Central and South America, as well as the Middle East. He is not saying that the US doesn't have this problem with its own citizens already, but that this is adding onto an already existing problem.
