Majority? Yes, it's outside of the 12-17 zone. But across 2 states, nearing 2 million every year, is that a number you're willing to say, "Oh! It's only 2 million" about.Majority? Yes, by far, and this is nationally, not in two states. And yes, it is a number that I'm willing to say "Oh look! Less than 1% of the population are underage smokers! That's swell!"
Anyway, this isn't the rate in Colorado, which stayed the same past legalization.
Also, if you actually want to get rid of the drug dealers and peddlers that make these things attractive and available to teens locally, legalize it all, and let private corporations mass produce cheaply to outcompete the dealers. This gets rid of a large component in teen smoking, availibility (going a block away and going two miles away are two different things, especially on foot), and presentation, here:
