I have played this game 3 or 4 times now. The other player is the one setting up the game (map). I am the second (last) one to sign up, and so immediately I get to pick my territories first. I always pick the one in Australia as #1, and I should get that pick due to the rules of that game, the first picker gets first choice. However I never get Australia, the other player (islin) does.

also, I cannot "see full profile" of his, to block him. He admits he isn't even online when I pick my territories first. yet he laughs saying he is faster.

It doesn't matter who commits first. It is about who commits faster!

At the moment you open the game the time starts running. You can see the picking speed at menu -> players -> first turn speed (i hope that path is correct i'm not on my computer)

It doesn't matter if he picks after you. He picks faster once he does get in the game

Set this to always https://www.warlight.net/ChangeBeginDialog


Then it is the time from hitting Begin until commit that counts

ok, I get it now. Well I don't want to play with him anyway. he makes tons of the same game and starts from the same spot just to win each time. where is the fun in that?
