1.The UN should make all Muslim countries its protectorates.
Good job, you've just made Islamic fundementalists even more angry, increasing civil unrest for a lot longer.
2. US, Russia, EU, China, India and other non-Muslim countries with reasonable militaries should form a UN Standby Force (UNSF) to ensure the following operation in Step 3 and 4.
Good luck with having the major factions of the world cooperate.
3.All non-Muslim countries should dismantle Sharia courts and ensure that its Muslim populations abide by national laws. Muslims should have the same individual rights as non-Muslims. However they are not be allowed to possess arms. Admission into Muslim schools should depend on the will of the student only, not his/her family or mosque.
Forced secularization of the Middle East is only going to worsen ties between fundamentalists and the West, sparking many more theocracies.
4.All non-Muslim countries should enter Muslim countries and disarm their militaries and citizens (or subjects in the case of monarchies). The Sharia courts should be dismantled. Individual Muslims must have the same rights as non-Muslims under a secular law that respect freedom, including that of women, children and religious minorities. Non-Muslim countries must not annex land in Muslim countries or appropriate any private land (except for that of former monarchs of absolute monarchies).
Are we trying to help stabilize the region or start an imperialist nuclear war? Because none of these ideas would actually help unite the region under secular states. Fundamentalism isn't broken down with a sword, but rather shifts showly to more moderate views through internal "enlightenment". Hitting fundamentalism with a sword will just radicalize the sect and strengthen it.
5.This occupation will last as long as Islam requires Sharia to be literally enforced.
Anyone have a spare event horizon of a black hole? I need one to time travel to when this is true, because none of the above proposals will lead to step 5 occurring.
