The empire should just give "bandits"(Stormcloaks) routes and times for Thalmor patrols, and make peace. It'd be almost impossible for the Thalmor to operate at that point and there'd be no need for more conflict.

Until other people start downvoting also, to hide the noise, yes. For example, just look at this thread. The first page is fine. The second page is almost entirely noise. We have the tools to clean up the forums. We should be using them. I announce my dv'ing to make others aware of this strategy.
