Yep, the game was created with Uganda given 50 income. If you had checked the settings, it would have been a highlighted setting to warn you. Just need to be a bit more vigilant for this kind of stuff, by keeping an eye on the settings, and not play such games.

Many games have overridden bonuses and always see the settings before joining. Some games have different neutrals(0 or 1 instead of 2) and different number of picks and base income, which many people doesn't understand while picking/starting. The host has to mention this in personal message or the game title, but it is players' fault for not seeing the settings basically.
