It seems clear to me that the downvote threshold is too high. We, multiple people, were not able to slow the spammer down at all.

Downvoting a spammer doesn't help, it just makes the 1st forum page empty. Only solution is to report and wait for a mod.

Downvoting would at least tidy up the forums while we wait for a mod. And it would also reduce the troll's incentive. I did both dv'ing and reporting.
