I have been booted from several games through no fault of my own (IMO), a 1-2% is unreasonable, since new players like me have only played a relativley small number of games.

You don't have to be a member, when you create your own games (if you modify the template) you can set all those settings, it is very useful, since I like to play against other noobs rather than pros so I normally set a max games they have played and a max boot rate of about 30%.

I was booted from a real-time game when someone came to the door. In another one, another player made no move for about 2 hours but I was kind enough not to boot them, then they move but by that point I was not online and then booted me.

And in a couple of multi-day games, I was away for 2 days with the Navy training on HMS Exploit and get back to discover i've been booted from a couple of games which I was doing fairly well on, which is annoying.

And people do seem to surrender. I surrender games where i'm clearly going to lose. The only ones I don't are against a friend of mine I play (already a friend outside of Warlight and I invited him here) where we mess about and I always make a 'last stand' because it isn't in a vindictive way to annoy him, its just us having fun.

If they get especially angry with me, I'll make the game go another 10 minutes or so. If they laugh at the utter comedy of posting a Corey Hart video, then I keep it to about 2 minutes more.
