It truly is just what the host thinks, its all personal preference. If the sanction is huge and hurts a lot, I would say yes, but if it is small over a duration of a couple turns, I would say no.

I think that a host who decides to allow sanctions in a diplo game (which really messes up the gameplay in my humble opinion), should specify it.

EU sanctioning Russia dousen't count as an attack, so why would it count as an attack in a diplo?
Edit: thx Pooh I dident know negative sections was posible, that is way more convinent in diplo's.
