So this is the 1st map I have reviewed but I like it a lot but there is somethings I would change like... some of the larger states get 100 armies as a bonus I would say that is to big of a bonus in one place and I would lower that because who ever gets that has a HUGE advantage at winning the game (even more so if you get a pick near them). And also consider putting bonuses if you capture certain places for instance if you capture New York along side with X number of other places near it then you get X bonus armies. other than that I cant wait to play on it!
I know this is a diplo map, but it still looks crazy unbalanced, I agree with Basset, you should definitely lower those 100's, maybe down to like 50 or 40 or something. Plus all cities are not the same, DC should be worth more than Chicago, but less than New York, etc.
also I know this was made mostly for Diplo games but this map but if you lower the bonuses down (to like 20-50) then this could be a good 1v1 2v2 3v3 ETC
