Interesting that you put the "3" level in both the quadrant bonuses and the center bonus. It means if someone goes for the center, he'll have to fight everyone that's going for a quadrant.
It might be nice to make a 0-valued bonus of the center spot, so game creators can enable a bonus there if they want. Maybe also the center three territories, that way someone can take a bonus without having to fight everyone that's taking quadrants.
Some distribution modes would be useful too, so you can set up a game where everyone starts in the outer ring without having to resort to custom scenarios.
