That's not a bad idea Matma. One of these days I'm going to have write my own "magic script". svg files are just xml so it shouldn't be all that difficult.
Phil, the most boring part is IMO unfortunately not the making of SVG, but setting up territory names, bonuses, connections...
I've once made a similar map (it's called Grid), and pretty much everything was automated (AutoHotKey is a great tool :D). But that was the simplest shape ever, and creating a script to, for example, create hexagonal connections would be a bit more tricky.
