While things have improved noticeably on all (non-off-topic) forums, we still have a lot of trolls plaguing our community. I have done my research and have realized there is an effective way to shut them off.
To start, let's take a look at their profiles and see if there are any common themes.

Notice, for example, that many of our forum trolls actually aren't even playing Warlight.
Points earned in last 30 days: 0
Isn't that something? Our Warlight trolls can't even be bothered to play the game. Fascinating. And those that do:
This player has been booted 512 times (38%)
This player has been booted 95 times (32.4%)
This player has been booted 45 times (11.9%)
This player has been booted 33 times (16.6%)
This player has been booted 6 times (20%)
This player has been booted 153 times (19.1%)
Based on the data above, and a statistical goal to eliminate unnecessary trolling, I propose two amendments to the forum requirements:
1) A player must earn >0 points in the last thirty days, and
2) must have a boot rate lower than 10%. C'mon. Double digits is nonsense.
If we do this, we get rid of the worst offenders, at least until they learn to actually play the game.
