It's not 60. If I recall it's on the 50s. 56 is the "soft cap" (unlock everything), so it's below that. I think it's 54.

I'm sorry. My question was bad. I thought you could host more people due to there being extra slots in games. And when I tried to add extra slots to create new countries the slots didn't show up.
