I propose that there be a setting to disable tournament invites. I'm tired of being invited and having to go decline and ask people to stop inviting me.

The simplest solution for now is to blacklist the tournament creator(s) that keep inviting you, that way you'll get less invites. But yeah, I think this setting would be useful too

It's forwarded invites, not creator invites.

I think that creator should be able to invite whoever he wants. But, invitees should only invite players that meet creator's criteria (boot percentage, level, etc.), like public tournaments do.

I simply ignore them. I have 24 pending tournament invites at the moment.

If you don't want to be invited to any tournaments, than I don't see why this bothers you.
