The distribution of ratings could also be caused by some people only rating the maps they really like, and are indifferent on other maps or couldn't be bothered to rate them. That is certainly the case with me.

^Agreed. I think the only maps that I've actually rated have been maps that I really enjoyed playing on, like Africa, British Isles, and most of the Featured Maps.
