Depends on the situation.
For example if you annex a country which population will probanly always hate you no matter what you do, it's better to be feared.
If you are a democratically elected leader, you better be loved than feared.

Fear. Fear is so powerful, if you tell someone to do something and threaten them or their family etc that will motivate them to do their best bc they the punishment is so great.

one time, there was a political dinner party and because stalin's arrival was announced, everyone clapped non-stop for 11 minutes, even though stalin didnt actually arrive. everyone was afraid to stop clapping. the first person to sit down and stop clapping was sent to a gulag.

JFK gave a speech in front of the Berlin wall, and after he finished, people voluntarily applauded him for 20 minutes straight, including germans on the east side of the wall.

Yes I know about stalin and the fear he instilled. But if people fear you, that fear won't go away, they'll obey you no matter what.

If people love you, you can do something wrong or immoral and people with love you less.

With fear people are forced to and will do it, compared to love where people will do something, but that love can be broken, and the love lost.

Fear is powerful.

I'm going off topic to the original thread question but whatever.

I am going to assume that this is in terms of a politician/ruler and not daily life. If so, it is best to be loved by your people, but feared by other states.

definitely love

you can do this by arresting anyone who shows a hint of cultural or racial discriminarion and then killing anyone who doesn't pay respect to the elderly

essentially force strict laws on everyone that are based on a set of good morals and eventually people will see that your heart means well and the good side in you that wants to advance humanity forward

so hopefully one day society will become filled with unicorns and rainbow swirls

If Stalin had some sort of rule that doctors had to be by his side constantly and must help him if he had a stroke I.e. etc then Stalin wouldn't have died.

true. For example one of the heads of the NKVD, Yezhov I believe, was extremely loyal to stalin but stalin used him as a scapegoat for the purges.

I mean so long as it's hidden it won't be a problem.

As for people close in the leadership, you would have to keep certain people there who were loyal
