The "shortest splitline algorithm" splits a population in half by using the shortest line possible to do so. We can do this over and over to the new sections. The point of the algorithm is to create fair ungerrymandered districts.

I thought this would make for a very unique map because it would base territory on population, rather than area or political districts. It could lead to the most realistic war one can have on WarLight.

I couldn't compile their program, and some of their scripts wget resources that are no longer there. I have crudely made the .png into an .svg, I have made all the territories large enough to support numbers and put ids on all the territories.
I don't want to go through the hassle of making territory connections, bonuses, and names, I don't have time. If someone wants to finish the map, here it is
