This issue has to be discussed here and not via report. He is constantly using my template without permission, hosting it then leaving it to troll. He has a long reputation of trolling too. Can a moderator put an end to this please.

Using templates against someone's "permission" is not against any rules. Nothing to be done apart from blacklisting that person.
