I agree. A good diplomacy game is ment to be a strategy game aswell as all states struggle to enforce or secure their interests which can collide with those of other players. Players who sense when a good diplomacy or a military action is required usually have the most success.
To make this possible, the scenario creator must create good conditions.
Easy, but interesting rules, a good enforcement of those, inviting decent players, a balanced scenario and so on are required.
